Tobacco Use Prevention and Control Program (Follow-Up Review)

The Department of Health administers the Tobacco Use Prevention and Control Program, which is intended to increase public awareness of the health risks caused by exposure to tobacco. In our prior audit report 2001-S-19, we examined the Department’s monitoring of program activities. We found that the performance indicators used by the Department were developed for other programs and did not directly relate to the Tobacco Use Prevention and Control Program. In addition, contrary to legislative requirements, the Department had not obtained an independent evaluation of program effectiveness, and the expenses claimed by program contractors were not always adequately verified. In our follow-up review, we found that significant progress had been made in implementing our prior audit recommendations.
