Space Leasing Practices (Follow-Up Review)

Some of the buildings used as schools in the New York City school system are leased by the New York City Department of Education. In our original audit report 99-N-3, we examined certain aspects of the Department’s leasing practices and found that improvements were needed. For example, some of the leased facilities that we visited had serious deficiencies, including leaking roofs, ill-fitting windows, damage caused by vermin, building and safety code violations, and water-damaged floors, walls and ceilings. In our follow-up review, we found that Department officials had taken steps to improve the administration and repair of leased space, but actions still needed to be taken to address some of the deficiencies that were identified in our original audit.
