Off-Rikers Island Correctional Facilities: Selected Payroll Practices

The New York City Department of Correction houses the majority of its inmates in facilities on Rikers Island. However, inmates are also housed in facilities off Rikers Island. We examined selected payroll practices at these facilities and found that improvements were needed. For example, there were discrepancies between employee time cards and sign-in/out sheets, employees sometimes signed out before their shifts ended, and some correctional officers falsely claimed to be on military leave. We recommended that the Department’s Central Office more closely oversee payroll transactions at these facilities.
