Advertising Program Controls (Follow-Up Review)

The Division of the Lottery administers games of chance to raise revenue for public purposes determined by the Legislature. In our prior audit report 2000-S-26, we audited selected aspects of the Division’s advertising practices and found that a number of improvements were needed. In particular, contracting practices were not always sufficiently competitive, contracts with cost overruns may not have been adequately monitored, and lottery ticket agents were not always displaying the advertising materials that had been shipped to them. In our follow-up review, we found that Lottery officials made significant progess in implementing the recommendations contained in our prior report.
