Internal Controls Over Payments to Preventive Services Providers (Follow-Up Review)

The New York City Administration for Children’s Services (ACS) administers child welfare programs. ACS uses contractors in its effort to prevent children from being removed from their families and placed into foster care. In our prior audit report 99-N-10, we examined ACS’s controls over its payments to these contractors and its monitoring of the services provided by the contractors. We identified significant weaknesses in the controls over contract payments, and determined that improvements were needed in the monitoring of contract services. In our follow-up review, we found that actions had been taken to implement the recommendations contained in our prior report.
