Health Care Initiatives Pool Disbursements

The Department of Health assesses health care providers and insurers to obtain funds that are used to reimburse hospitals for costs incurred in providing care to the indigent, implementing certain health care initiatives, and supporting professional medical education programs. We examined the Department’s controls over the funds obtained to implement health care initiatives. These funds, which are administered by a contractor, totaled about $100 million a year. While the disbursements we were able to examine were generally accurate and authorized, we were unable to complete all our audit tests because some of the documentation we requested was not provided to us by the Department. We recommended that the relevant documentation practices be improved. We also determined that improvements were needed in controls relating to the security of the contractor’s automated data processing systems.
