Performance of Job Development Programs (Follow-Up Review)

Empire State Development (ESD) oversees the job development programs funded by New York State. In our prior audit report 98-S-7, we examined ESD’s administration of these programs and concluded that the effectiveness of the programs could not be reliably assessed until better performance measures were developed. For example, while ESD reported on the expected benefits of individual job development projects, it did not provide indicators of actual accomplishments. We also determined that significant improvements were needed in the reliability of ESD’s job creation data. In our follow-up review, we found that actions had been taken by ESD officials to implement the recommendations contained in our prior report.
