Controls Over Outpatient Billings (Follow-Up Review)

The Office of Mental Health (OMH) provides services to outpatients at its mental health facilities throughout the State. The cost of these services is reimbursable by Medicaid, Medicare and third-party health insurers. In our prior audit report 99-S-31, we found that some billed services were not documented in the patients’ medical records, some documented services were not billed, and many services were not billed in a timely manner. We made a number of recommendations aimed at improving the billing practices at OMH facilities, and in our follow-up review, we found that some progress had been made in implementing these recommendations.
