Processing of Petitions for Administrative Review

About one million housing units in New York City are subject to rent stabilization regulations, which are administered by the Division of Housing and Community Renewal. A landlord or tenant in these units may contest Division decisions regarding the amount of rent to be paid for a unit by filing a petition for administrative review. These petitions must then be reviewed by the Division. We examined the review process and found that the backlog of outstanding petitions had been reduced significantly. However, we also determined that petitions were not resolved in a timely manner, as it took the Division an average of five years to resolve the 50 petitions in our random sample. We recommended actions that could help the Division reduce this processing time.
