Goshen Residential Center: Shift Exchange Practices

Goshen Residential Center is one of 40 residential facilities operated by the Office of Children and Family Services (OCFS). The facilities house and treat youths placed in the care of OCFS by family and criminal courts. Many of the employees at Goshen are allowed by law to temporarily alter their work schedules by agreeing to work each other’s shift. We examined Goshen’s controls over this practice and found that the shift exchanges often were not recorded on employee time sheets, were not always approved as required, and were not always performed as approved. As a result, there was a significant risk that exchanges could be abused, and in our review of selected transactions, we identified such abuse. We recommend that shift exchanges be monitored more closely by supervisors and managers.
