Edwin Gould Academy-Ramapo Union Free School District: Reporting Costs and Enrollments for Tuition Rate-Setting Purposes

Students with handicapping conditions may be taught in separate schools whose costs are reimbursed by State and local taxpayers on the basis of tuition reimbursement rates set by the State Education Department. We audited the reimbursable costs reported by the Edwin Gould Academy-Ramapo Union Free School District for the two years ended June 30, 2001. We disallowed $221,726 of these costs because they either were not eligible for reimbursement or were not adequately documented. For example, the cost of a trip to an amusement park ($11,372) and the cost of yearbooks purchased for students ($21,249) were not eligible for reimbursement, and the cost of certain counseling services ($79,933) provided to the students was not fully documented. We also determined that the District did not accurately calculate its full-time equivalent enrollment.
