Contract with Odyssey House (Follow-Up Review)

The contractor provided residential care and therapeutic services to homeless, mentally ill individuals with substance abuse problems. In our prior audit report 2000-R-4 , we determined that a refund of $40,352 was due the State from the $3.1 million paid to the contractor, because a portion of the donations collected by a foundation created by the contractor was not used to offset contract costs. We also determined that certain internal controls related to contract operations could be strengthened. In our follow-up review, we found that actions had been taken to strengthen these controls.
