Contract with the Motorcycle Association of New York, Inc. (Follow-Up Review)

The contractor oversees a statewide training program for motorcycle operators and instructors. The program, which is administered by the Department of Motor Vehicles, is funded by fees associated with the registration of motorcycles and the issuance or renewal of motorcycle operator licenses. In our prior audit report 2000-R-3, we determined that a refund of $205,643 was due the State from the $1.7 million paid to the contractor, mainly because fees collected by the contractor were not used to offset contract costs and some of the costs claimed by the contractor were not adequately documented. We also determined that certain improvements were needed in the contractor’s oversight of the statewide training program. In our follow-up review, we found that most of the recommendations contained in our prior report had been implemented.
