Contract Management (Follow-Up Review)

Individuals on parole may receive substance abuse prevention services from contractors overseen by the Division of Parole (in New York City) or the Office of Alcoholism and Substance Abuse Services (outside New York City). In our prior audit report 99-S-1, we examined the management of these contracts and found that improvements were needed. For example, in some instances, contractors were not providing required counseling services to parolees, were not conducting required urine tests, were not reporting parolee absences from counseling sessions, or were not reporting positive urine tests. We recommended that the Division of Parole monitor the contractors more closely and improve its coordination with the Office of Alcoholism and Substance Abuse Services. In our follow-up review, we found that all of the recommendations contained in our prior report had been implemented.
