Selected Controls Over the Hiring of Per Diem Teachers Per diem teachers in New York City public schools must have certain credentials and must pass a criminal history review. We examined the controls over the hiring and paying of such teachers. We found these controls provided reasonable assurance that the individuals hired as per diem teachers met the minimum qualifications and were appropriately paid for their services. We also determined that the controls would be even stronger if certain improvements were made.
