Provision of Nutritional Services

The New York City Department for the Aging administers and coordinates a variety of nutritional and other services for City residents aged 60 or older. These services are generally provided by not-for-profit organizations under contract with the Department. We examined whether the Department allocated its funds for nutritional services among local communities in accordance with federal and State requirements intended to ensure that preferences are given to recipients most in need of the services. We found that the Department’s funds were not allocated in accordance with these requirements, as certain areas received significantly more than their share of funds and other areas received significantly less. We also visited a sample of senior centers, at which we identified a number of violations in New York City’s Health, Building and Fire codes. We recommended that the Department allocate its funds in accordance with requirements and more closely monitor senior centers for compliance with health and safety requirements.
