Duplicate Medicaid Payments to School Districts and Counties for School and Preschool Supportive Health Services Claims

School districts and counties may be reimbursed by Medicaid for the cost of certain diagnostic and special education services provided to children with disabilities or special needs. We examined the payments made by Medicaid for such services over a four-year period and identified duplicate payments totaling as much as $3.3 million. In these instances, services were provided by hospitals, clinics and other such facilities. However, claims for the services were submitted to Medicaid by both the facility and the child’s school district or county, and both sets of claims were paid by Medicaid. We recommended that these payments be investigated, all overpayments be recovered, and controls be improved to prevent such overpayments in the future.
