Administration of the Offers in Compromise Program (Follow-Up Review)

Taxpayers may settle a tax liability for less than the full amount by making an offer in compromise to the Department of Taxation and Finance. In our prior audit report 97-S-63, we examined the Department=s administration of this program and found that offers could be monitored more effectively to prevent processing delays and ensure compliance with payment terms and Department regulations. We also found that the payments made through the program could be better controlled to ensure that all funds were properly accounted for. In our follow-up review, we found that most of our prior audit recommendations had been implemented.
