Multiple Medicaid Payments to Clinics for Similar Services (Follow-Up Review)

In our prior audit report 98-S-33, we examined the Medicaid payments made to clinics over a 69-month period and found that the clinics were overpaid as much as $36.4 million because the same or similar services were reimbursed more than once. We recommended that the Department of Health investigate these payments and recover all overpayments. We also recommended that the Department clarify its billing instructions and develop automated procedures for preventing such duplicate payments. In our follow-up review, we found that these recommendations generally had not been implemented because Department officials were pursuing other overpayment recovery priorities.
