New York City Transit: Automated Fare Collection Program, Administration of Out-of-System Sales (Follow-Up Review)

In the New York City bus and subway system, fares may be paid with automated plastic cards, some of which are sold by retail merchants in out-of-system sales. In our prior audit report 96-S-65, we examined the controls over the revenue generated from such sales and found that improvements were needed. For example, some sales transactions were not formally recorded and management reports about sales activities were neither timely nor accurate. In our follow-up review, we found that most of the recommendations contained in our prior report had been implemented.
