Controls Over Examination Fee Revenues

The Department of Civil Service administers the competitive examinations taken by individuals seeking appointment, promotion or transfer to certain positions within the New York State civil service system. We examined the Department’s controls over the application processing fees collected from the individuals taking these competitive examinations. We identified numerous weaknesses in these controls and concluded that, because of these weaknesses, Department managers did not have reasonable assurance that all the fees received were deposited. As a result, there was a risk that funds could be lost or stolen without detection. We recommended actions that could be taken to address the control weaknesses we identified.
