Contract with Odyssey House

The contractor provides residential care and therapeutic services to homeless, mentally ill individuals with substance abuse problems. We determined that a refund of $40,352 was due the State from the $3.1 million paid to the contractor, because a portion of the donations collected by a foundation created by the contractor was not used to offset contract costs. We also determined that, while the contractor was generally complying with contract requirements, certain internal controls related to contract operations could be strengthened.
