Consultant Contracts

We examined the contracting practices of the New York City Department of Design and Construction. We found that a high percentage of the contact payments made by the Department related to contracts that were not awarded through a competitive process. While the Department is permitted to award non-competitive contracts in certain circumstances, we determined that Department non-competitive contracts did not appear to have been awarded in the circumstances permitted for such contracts. We recommended that the Department make a number of improvements in its contract award process.
