Overtime Controls at the Statewide Central Register of Child Abuse and Maltreatment

The Statewide Central Register of Child Abuse and Maltreatment is maintained by the Office of Children and Family Services (OCFS). In maintaining the Register, OCFS deploys staff around the clock to operate a toll free telephone number. We examined the controls over overtime payments for Register activities and found that, while supervisors were generally verifying overtime documentation, there were instances in which overtime payments to Register employees were not fully supported by time and attendance records. We also identified three incorrect overtime payments and determined that controls over overtime payments would be improved if certain time and attendance records were retained for longer periods.
