Medicaid Accounts Receivable

The Department of Health has established a system for recording, monitoring and collecting amounts due from health care providers that have been overpaid by Medicaid. We evaluated the controls over this system and found that significant improvements were needed. For example, we found that main and supporting accounts receivable records were not reconciled, open accounts were not aged, and a process had not been established to ensure that receivable records were updated when health care providers changed ownership. We identified large discrepancies between main and supporting receivable records, unpaid accounts that were too old to recover through legal action, and receivable records that had not been updated when health care providers changed ownership. We recommended that improvements be made in the procedures used by the Department to maintain Medicaid accounts receivable records and collect unpaid amounts.
