Contract with Nissequogue Cogen Partners

The contractor operates a cogeneration facility that provides electricity and steam to the campus of the State University of New York at Stony Brook. We examined the monthly bills submitted to the University by the contractor over a 30-month period and, for the most part, identified only small immaterial errors. However, because the formula used in calculating the cost of the steam provided to the University was not applied correctly, we determined that the contractor was overpaid a total of $203,217 during the period. We recommended that the overpayment be recovered and certain improvements be made in the process used to review the bills submitted by the contractor.
