Ulster Correctional Facility: Selected Payroll Practices

We examined selected payroll practices at Ulster Correctional Facility and found that many of the controls were generally functioning as intended. However, improvements were needed in the controls over military leave and in the controls over payments to employees who are paid at a higher rate for working a night shift. For example, we identified two employees who were paid at this higher rate, even though they were not eligible for the rate, for more than four years.
