Role and Operation of Auxiliary Services Corporations (Follow-Up Review)

Auxiliary Services Corporations (ASCs) are campus-based, not-for-profit corporations established to provide SUNY campus communities with education-related services such as food services, vending services and campus stores. ASCs have been encouraged by SUNY to pursue entrepreneurial efforts to generate surplus funds that can help support campus initiatives not financed by the State. In our prior audit report 98-S-38, we found that some ASCs were not operating in accordance with contract terms and other guidelines, and determined that most of the ASCs had not made significant changes in their operations to become more entrepreneurial. In our follow-up review, we found that some progress had been made by SUNY officials in implementing the recommendations contained in our prior report.
