CONNECTIONS System Equipment (Follow-Up Review)

The Office of Children and Family Services (OCFS) is in the process of implementing the automated CONNECTIONS system to support New York State’s child welfare programs. When the system is fully implemented, officials expect it will “connect” OCFS with all 58 local social services districts and various not-for-profit organizations. In our prior audit report 98-S-61, we evaluated the adequacy of the internal controls established by OCFS over CONNECTIONS equipment, which consists of desktop and laptop computers, file servers and printers. We found that some equipment items could not be accounted for, and equipment inventory records were not accurate or reliable. We recommended that the internal controls over this equipment be strengthened. In our follow-up review, we found that some actions had been taken to strengthen these controls, but additional actions were still needed.
