Child Care Planning Under Welfare Reform (Follow-Up Review)

The Office of Children and Family Services is responsible for planning to ensure that sufficient day care services are made available to public assistance recipients who cannot work or participate in work-related activities unless their children are cared for. In our prior audit report 97-S-50, we examined these planning efforts and concluded that improvements were needed, as OCFS had not developed an adequate method for estimating the number and location of the children who will likely need these day care services. In our follow-up review, we found that OCFS had developed a method for estimating the need for these services.
