Selected Financial Management and Operating Practices

The Central New York Regional Transportation Authority operates transportation services in the Syracuse area. We examined the Authority's purchasing practices and found that competition was not always sought when it was required and purchasing transactions were not always fully documented. We also examined the financial condition of the Authority's Regional Transportation Center, which links various bus and rail transportation services. We found that the Center has operated at a loss since opening in 1998, and recommended actions that could be taken to address these operating losses.
