Street Arterial Maintenance Division: Selected Time and Attendance Practices

We identified a number of weaknesses in the time and attendance practices of the Street Arterial Maintenance Division of the New York City Department of Transportation. For example, written approval was not required for unscheduled overtime, records intended to document the time worked by Division employees often were not maintained as required, and procedures intended to provide assurance that paychecks were distributed only to bonafide employees often were not followed. We recommended a number of improvements in the Division’s time and attendance practices.
