Payments for State Felons, State Ready Inmates, and Court Return Inmates

The New York City Department of Correction is to be reimbursed by New York State for the costs associated with incarcerating and transporting certain inmates, such as inmates awaiting transfer to State facilities and State inmates incarcerated in City facilities while awaiting trial. We examined the reimbursement claims made by the Department of Correction for certain of these inmates in 1998, 1999 and early 2000. We determined that these claims were understated by about $34,000, and identified significant internal control weaknesses in the processes used to prepare the claims. For example, the Department did not verify the information on which many of the claims were based. We recommended that certain improvements be made in the processes used to prepare the reimbursement claims.
