Medicaid Off-Line Payments and Recoveries (Follow-Up Review)

The payment of certain types of Medicaid claims, and the recovery of prior overpayments to health care providers, are handled outside (or "off-line") the automated system normally used by the Department of Health to process Medicaid claims. In our prior audit report 98-S-57, we examined the Department's controls over these off-line payments and recoveries. We concluded that, if the controls over the payments were not significantly strengthened, erroneous payments could be made without detection. In our follow-up review, we found that significant progress had been made in strengthening these controls.
