Selected Business Practices

The New York State Bridge Authority operates and maintains five toll bridges that cross the Hudson River. We examined the Authority's controls over its operating costs and concluded that the controls were generally adequate. However, we identified opportunities for cost savings in the assignment and use of Authority vehicles and in the expenditure of funds for celebrations. For example, since records are not maintained to document the use of vehicles that are assigned to employees, Authority managers have less assurance that the vehicles are used for business purposes only. We also identified expenditures incurred during certain celebrations that may not have been necessary or prudent.
