Multi-Agency Contracting Practices: Chief Contracting Officers (Follow-Up Review)

The contract award process for many of the contracts administered by New York City is overseen by the Mayor's Office of Contracts. In our prior audit report A-3-93, we examined whether the chief contracting officers of City agencies had the appropriate background and experience for their position, and whether they had received the type of training required by City rules. We found that about half of the chief contracting officers did not have the qualifications required for the position, and there was no formal plan for providing the required training in procurement activities. In our follow-up review, we found that our prior audit recommendations have been implemented.
