Contract Award Hearings (Follow-Up Review)

Public hearings must be held for many of the contracts that are proposed by the City of New York. The hearing process is overseen by the Mayor's Office of Contracts. In our prior audit report A-12-92, we examined certain aspects of this hearing process and identified a number of weaknesses in administrative controls. As a result of these weaknesses, contract documents often were not available for review prior to the hearings and there was very little public participation in the hearings. In our follow-up review, we found that actions have been taken by City officials to address the weaknesses identified by our prior audit.
