Development of the CONNECTIONS System (Follow-Up Review)

The Office of Children and Family Services (OCFS) is continuing the design of CONNECTIONS, a statewide automated child welfare information system. In our prior audit report 97-S-68, we identified weaknesses in the procedures used to plan, design, develop, and implement the system; as well as in the controls over change orders. We recommended that OCFS convene major system stakeholders to help revise its plans. In our follow-up review, we found that OCFS officials have made significant progress in enlisting the participation of major system stakeholders in the implementation effort and in initiating changes to CONNECTIONS.
