New York City Transit: Controls Over Automated Fare Cards (Follow-Up Review)

In the New York City bus and subway system, fares may be paid with automated plastic swipe cards. In our prior audit report 97-S-13, we examined certain aspects of New York City Transit's processing, handling and sale of these cards, and identified a number of internal control weaknesses. For example, related duties were not adequately separated among different employees, defective cards were not adequately accounted for, and card inventories were not periodically verified. We recommended that the controls over the cards be strengthened, and in our follow-up review, we found that a number of actions have been taken to strengthen these controls.
