Costs and Revenues of the Title V Operating Permit Program Regulating Industrial Air Pollution (Follow-Up Review)

Each state is required by Title V of the 1990 amendments to the federal Clean Air Act to establish a program regulating the amount of pollutants emitted by large businesses. In New York State, this program is administered by the Department of Environmental Conservation. In our prior audit report 95-S-107, we examined selected aspects of program administration and found that, contrary to federal requirements, permit fee revenues had not been sufficient to cover program costs. We also found that reported program revenues could not be verified because of serious weaknesses in Department procedures for billing, collecting and accounting for fee revenue, and reported program costs were not entirely accurate, in part because of weaknesses in the Department's cost accounting practices. In our follow-up review, we found that progress has been made in implementing the recommendations contained in our prior report.
