Tunnel Maintenance and Inspection Program

The Port Authority of New York and New Jersey operates two vehicular tunnels under the Hudson River linking New York and New Jersey. We examined the Authority's practices for inspecting and maintaining tunnel facilities. We found that a number of the deficiencies identified during prior inspections had yet to be addressed by the Authority, even though some of the deficiencies had been identified for as long as six years. We also observed that a number of additional facilities were in need of repair, and noted that the need for these repairs had not been identified by the Authority. We further determined that inspection and maintenance activities were not adequately documented. As a result, the productivity of the maintenance staff could not be effectively monitored by managers. We recommend several improvements in Authority inspection and maintenance activities.
