Performance of Job Development Programs

Empire State Development (ESD) oversees the job development programs funded by New York State. We examined ESD's administration of these programs over a five-year period. We conclude that the effectiveness of these programs cannot be reliably assessed until better performance measures are developed by ESD. For example, while ESD reports on the expected benefits of individual job development projects, it does not provide indicators of actual accomplishments, such as the number of jobs created or retained as a result of each project. We also determined that significant improvements are needed in the reliability of ESD's job creation data. For example, the data based on information is self-reported by grant and loan recipients and is not ever verified by ESD.
