Medicaid Off-line Payments and Recoveries

DOH administers New York State's Medical Assistance Program (Medicaid), primarily through a computerized payment and information reporting system called the Medicaid Management Information System (MMIS). Certain types of claims are handled outside MMIS, or "off-line," through a voucher payment process. We found that Health does not adequately control the processes followed in making these off-line payments; that it has such weak controls over the accounting system it uses for this function that errors could occur without detection; and that, although the overpayment recovery processes generally work as intended, Health should implement better controls over the payments providers send to audit units.
