Coordination of Transportation for the Elderly

The State Office for the Aging (SOFA) oversees a network of 59 Local Area Agencies on Aging, which plan, coordinate and provide services to the elderly. The Area Agencies, which are sponsored by county and municipal governments, tribal governments and not-for-profit organizations, are required by law to develop a plan for providing services to the elderly, including transportation services. We examined SOFA's oversight of these plans and found that, if certain actions were taken by SOFA, unmet transportation needs among elderly citizens could be identified more reliably and prioritized more effectively.
