Contract with Medical and Health Research Association of New York City, Inc.

The Department of Health contracts with the Medical and Health Research Association of New York City, Inc., to provide health care services, operate demonstration projects, and conduct research programs. This audit focused on the Pediatric Resource Center (PRC) program, for which DOH reimbursed MHRA $3,383,286 for claimed net expenditures during the period of January 1, 1997, through December 31, 1997. These funds had been distributed to eight PRC subcontractors, of which we audited the two largest: Bellevue Hospital (Bellevue) and Kings County Hospital (KCH). We disallowed $131,953 in overstated grant and applicant expenses claimed for the 1997 program by Bellevue, which we questioned because of undocumented claims for fringe benefits, supplies, space, and overhead costs.
