Putnam County Transportation Aid (Follow-Up Review)

Portions of the costs incurred by counties in transporting children to certain mandatory programs intended to address handicapping conditions and delays in child development are reimbursed by the State Education Department and the Department of Health. In our prior audit report 97-S-69, we audited the accuracy of the reimbursement claims submitted by Putnam County for a four-year period and found that the claimed transportation expenses were significantly overstated. As a result, Putnam County was overpaid a total of $816,136 in transportation aid. We recommended that the overpayments be recovered and improvements be made in the County's procedures for determining reimbursable transportation expenses. In our follow-up review, we found that good progress has been made in implementing our recommendations.
