Purpose

To provide notification of the procedure for processing the Education Payment.

Affected Employees

Troopers in Bargaining Unit 07, Commissioned/Non-Commissioned Officers in Bargaining Unit 17, and Investigators and Senior Investigators in Bargaining Unit 62

Payments may be submitted for Pay Period 13, checks dated October 6, 2004

Background

Chapters 8, 9, & 10 of the Laws of 2001, provide for an annual lump sum Education Payment for employees in Bargaining Units 07, 17, and 62 who meet the following eligibility criteria:

Bargaining Units 07 and 17
  • Effective April 1, 2003 through March 31, 2004, employees who possess or obtain one of the following degrees are eligible for a lump sum Education Payment in the Fiscal Year 2004-2005.
Bargaining Unit 62
  • Effective April 1, 2004, employees who possess or obtain one of the following degrees on or after April 1, 2004 are eligible for an Education Payment in October 2004. Members who obtain a degree within Fiscal Year 2004-2005, but after the October 2004 payment is made, should be paid the Education Payment as soon as practicable. Members are eligible for only one payment in the fiscal year.

For Bargaining Units 07 and 62, the Education Payment is included in the calculation of overtime.

For Bargaining Units 07, 17, and 62, the Education Payment is included as salary for retirement purposes.

Agency Actions Beginning Pay Period 14

Beginning Pay Period 14, employees in Bargaining Unit 62 receiving Education Payments must be paid in the Additional Pay page using the above dates and the Earnings Code EPI.

Payroll Register and Employee Paycheck/Advice

The Earn Code EPA or EDP will be displayed on the payroll register. The Earn Code descriptions, "Education Pymt Inv/Trooper" or "Education Payment BU 17", will appear on the employee's pay stub or direct deposit advice.
