Purpose

To explain OSC’s automatic processing and to provide instructions for payments not processed automatically.

Affected Employees

Employees represented by the New York State Police Investigators Association (Bargaining Unit 62) who meet the eligibility criteria

Background

Chapter 70 of the Laws of 2009 provides for an annual Holiday Compensation (Bonus) payment for employees who are members of NYSPIA (Bargaining Unit 62).

Payment Amount and Eligibility Criteria

Employees in Bargaining Unit 62 who are Active, on Leave with Pay (including Military Stipend Leave) or on a Military Stipend Leave without Pay on the eligibility date are eligible for a Holiday Bonus payment in the amount of $1,536.

Employees on an approved Leave without Pay (excluding Military Stipend Leave) on the eligibility date are entitled to the payment provided the employee returns to the payroll within one year of the eligibility date.

OSC Actions

OSC will automatically pay the 2012 Holiday Bonus to eligible Police Investigators who are Active or on a Leave with Pay (including Military Stipend Leave) on the Eligibility Date of 11/01/12 using the Time Entry Code HSP.

Employees on Military Stipend Leave without Pay will not be processed automatically and must be submitted by the Agency.

Agency Actions

The agency must submit Time Entry transactions for eligible employees who were on Leave without Pay on 11/01/12 beginning in Pay Period 17 Lag/18 Current:

Earnings Begin Date: 11/01/12 (Employees on Military Leave without Pay or date returned to payroll (Employees on approved Leave without Pay)
Earnings End Date: Same as Begin Date
Earn Code: HSP
Amount: $1,536

Miscellaneous Payment Information

The Holiday Bonus is pensionable but is not included in the calculation of overtime.

Tax Information

This payment is subject to all tax withholdings. If there is an additional tax amount in the employee’s record, the additional tax will be deducted from both the regular paycheck and the separate check for the Holiday Bonus payment.

The following Control-D report will be available after processing of the State Police Holiday Bonus:

NPAY771 Time Entry Payment Report

This report will be available after the automatic processing of the State Police Holiday Bonus is loaded into the Time Entry page. Fields on the report include EmplID, Employee Record Number, Employee Name, Earn Code, Earns End Date, Grade, Bargaining Unit, Part Time % and Amount.
