Purpose

To provide notification of the procedure for processing the Education Payment

Affected Employees

Troopers in Bargaining Unit 07, Commissioned/Non-Commissioned Officers in Bargaining Unit 17, and Investigators and Senior Investigators in Bargaining Unit 62

Effective Date(s)

Payments may be submitted in Pay Period 4L/5C for paychecks dated June 6, 2012

Background

Pursuant to Chapter 69 of the Laws of 2009 an annual lump sum education payment as contained in Sections 4 and 5 of Chapter 244 of the Laws of 2002 shall continue in June of each year for eligible employees in Bargaining Units 07 and 17 who possess or obtain a recognized degree from an accredited and recognized college or university.

Pursuant to Chapter 70 of the Laws of 2009 an annual lump sum education payment shall continue in June of each year for eligible employees in Bargaining Unit 62 who possess or obtain a recognized degree from an accredited and recognized college or university.

Eligibility and Payment Amounts

Eligible employees of the State Police who possess or obtain a recognized degree from an accredited and recognized college or university shall receive a lump sum payment as follows:

Degree and Education Payment Amounts
Associate Degree $250
Bachelor Degree $500
Graduate Degree $750

Payments occur annually in June of each year and shall be for one degree only. When a degree is obtained during the fiscal year, payment may be made as soon as practicable.

After Pay Period 4L/5C, employees in Bargaining Unit 62 who become eligible to receive the Education Payment must be paid in the Additional Pay page using the following information:

Retirement/Overtime Information

For Bargaining Units 07 and 62, the Education Payment is included in the calculation of overtime for all titles.

For Bargaining Units 07, 17 and 62, the Education Payment is included as salary for retirement purposes for all titles.

Tax Information

The Education Payment is taxable income and will be included in the employee’s taxable gross wages and is subject to all employment and income taxes.
