Subject CUNY Blue and White Collar Ratification Bonus Payment

Purpose To explain the manual processing of Ratification Bonus Payments.


Eligible Blue and White Collar employees in the NYS Bargaining Units: CC, CD, S6, SB, SE, SF, SJ, SM, SP, ST, SU, SV, SW, SX, SZ, T3, T9, TE, TG, TH, TJ, TK, TM, TP, TR, TU, TX, TY, U3, U6.

Background Pursuant to the Collective Bargaining Agreement for Classified Staff White Collar and Blue Collar represented by District Council 37, IBT Local 237, SEIU Local 300, IATSE Local 306 and NYSNA approved during the 06/27/2016 Board meeting and a memorandum dated 8/4/16 from Carmelo Batista, Jr.

Payments will be made in Pay Period 14C (Institution), paychecks dated 10/13/2016.

Eligibility Criteria Full-time annual employees are eligible for a $1,000.00 Ratification Bonus Payment if the employees are active on the payroll on the appropriate Ratification Date for their corresponding Bargaining Unit, which is listed in the table below.

Hourly employees will receive a prorated amount based on the number of hours worked between 7/1/15 and 6/30/16 times the percentage factor (not to exceed $1,000.00).

If an employee has multiple jobs, he/she is only eligible for one Ratification Bonus.

Agency Actions CUNY will identify all employees who are eligible for the Ratification Bonus payment.  CUNY will send an NPAY502 Miscellaneous Time Entry file containing the eligible employees and Ratification Bonus amounts to OSC for processing.

CUNY will submit the bonus payment for eligible employees in Leave of Absence status upon Return from Leave.  

OSC Actions
On 9/30/16, OSC will process CUNY’s NPAY502 file, which will automatically insert a row on the Time Entry page to create the Ratification Bonus Payment for employees who meet the eligibility criteria and are in an Active or Paid Leave status. The following information will be inserted:

Agency Actions Overtime Earnings Adjustments For both annual and hourly employees, the value of the Ratification Bonus payment should be included in the calculation of the hourly overtime rate for FLSA. 

Overtime earnings paid during the fiscal year 07/01/15 – 06/30/16 require manual adjustments to include the Ratification Bonus payment processed through Time Entry.  The adjustment to the hourly rate is calculated by multiplying the payment amount by the overtime factor used for the original overtime earnings.

In January 2017, during the retroactive general increase processing, CUNY will submit the adjustment in Time Entry using the following code:

To process a retroactive adjustment, agencies must submit the following information on Time Entry as indicated below:

Tax and Retirement Information The Ratification Bonus (Earnings Code “RBP”) is taxable income subject to employment and income taxes and will be taxed using the Supplemental Optional Flat Rate Method.

The Ratification Bonus Payment is included as salary for retirement purposes and is pensionable.
